Russia: Draft Budget Keeps Potato and Vegetable Subsidies Within About 1.3 Trillion Roubles for Farm Programmes

Agriculture Minister Oksana Lut says the main support measures, including subsidies for potato and vegetable production, are kept in the draft federal budget for 2027–2029, with about 1.3 trillion roubles for four farm programmes. The statement gives no separate figure for potatoes.

Russia’s draft federal budget for 2027–2029 keeps the main support measures for farmers, including subsidies to increase potato and vegetable production, Agriculture Minister Oksana Lut said in a statement reported on 20–21 October 2026. About 1.3 trillion roubles is earmarked for four state programmes covering the agro-industrial complex.

What the minister said

According to Lut, the draft provides around 430 billion roubles in 2027, 440 billion roubles in 2028 and more than 422 billion roubles in 2029 for the four programmes, about 1.3 trillion roubles in total. She named the retained measures: preferential lending, preferential lending for exports, subsidies to increase potato and vegetable production, support for grape growing and winemaking, subsidies to the leasing company Rosagroleasing, subsidies for state purchase interventions and a unified subsidy.

Lut also said that particular attention in the draft is given to the national project “Technological Provision of Food Security”, and that the volume of allocations was increased by 20% compared with last year’s level when the draft was prepared.

The farm development programme

A separate report on the statement gives the figures for the state programme for agricultural development: 18.5 billion roubles in 2027, 21 billion roubles in 2028 and 21.1 billion roubles in 2029. These sums are part of the total for the four programmes. The statement, as reported, does not break down the other parameters between programmes and individual support measures.

What is not yet known

The reports do not say how much of the funding is meant for subsidies to potato and vegetable production, and they do not give the funding for the national project. For context, a Ministry of Agriculture national report cited in May 2025 said state support for potato and vegetable production in 2025 was cut by 13% to 3.7 billion roubles.

What this means for the market

  • For farms: the subsidy for increasing potato and vegetable output remains on the list for 2027–2029, but its size is not yet public. Farms planning investment should wait for the breakdown by measure and check the final conditions with their advisers.
  • For lending: preferential and export preferential lending are kept, which matters for storage, equipment and seed purchases, although the draft’s terms for these loans are not described in the statement.
  • For the budget process: this is a draft, and figures can change before the law is adopted.
