Belarus: Potato Price Capped at 1.11 Roubles per kg for the Winter Interseason

Belarus has set a maximum retail price of 1.11 roubles per kilogram for potatoes sold under the state order during the 2026/27 winter interseason period.

Belarus’s Ministry of Antimonopoly Regulation and Trade (MART) has set a maximum retail price of BYN 1.11 (about $0.34) per kilogram of potatoes for the interseason period 2026/27, under resolution No. 56 of October 9, the ministry’s press service told sb.by. The cap applies to table potatoes sold by retail chains under the state order, from produce drawn from state stabilization funds.

The ceiling is slightly higher than last season’s BYN 1.07 per kg, and comes with a maximum trade markup of 30 per cent on producer or supplier prices, according to the legal analysis service ilex. Purchase prices for produce entering the stabilization funds are set at 0.66–0.74 BYN per kg for potatoes, depending on delivery terms.

The potato cap takes effect on November 15, 2026 and runs to May 31, 2027 — the same window as for carrots and beetroot. Caps for cabbage, onions and apples run from November 15 to April 30, 2027. The restrictions do not apply to fruit and vegetables supplied to retailers outside the state order.

The measure continues a policy MART introduced last autumn, when Belarus first capped retail prices on the “borscht set” vegetables and apples to keep interseason food costs in check. Regional authorities are required to build up the stabilization funds before the window opens.

For growers, the state-order channel guarantees a floor of 0.66–0.74 BYN per kg during the months when farm-gate prices are typically at their weakest. Retailers, in turn, must fit storage and handling costs within the 30 per cent markup — a tighter margin than on free-market produce, which the caps do not cover.

The caps cover only volumes moved through the state system; potatoes sold outside the state order trade at market prices, MART said.
