In late June, Europatat attended the annual meeting of the ePhyto Industry Advisory Group (IAG) in Geneva. This forum serves as a valuable platform to discuss the latest advancements in electronic phytosanitary certification (ePhyto) and its role in facilitating global trade. One of the presentations included a current study outlining the economic benefits of transitioning from paper to electronic certification. This study will be published soon. Read on to learn more about the ePhyto solution and the list of countries that are now utilizing it.
Advancing Global Trade with ePhyto
ePhyto, short for “electronic phytosanitary certificate,” is the digital equivalent of a traditional phytosanitary certificate, presented in XML format. An ePhyto contains all the information of a paper certificate and is produced according to ISPM 12 standards, including Appendix 1.
The IPPC ePhyto Solution comprises three main components:
- Central Server (Hub): Facilitates the transfer of electronic phytosanitary certificates between National Plant Protection Organizations (NPPOs), either from and to their own national electronic system or via the generic system.
- Generic ePhyto National System (GeNS): A web-based system that can produce and receive ePhytos, enabling countries without a national electronic system to manage ePhytos.
- Harmonization: Ensures the structure and transmission of ePhytos follow a harmonized format using standardized mapping, codes, and lists.
Benefits of Transitioning to ePhyto
The ongoing study presented at the IAG meeting highlights several economic benefits of ePhyto adoption:
- Cost Reduction: Significant savings on administrative and operational costs by eliminating the need for paper certificates.
- Efficiency: Faster processing times and fewer errors in data entry and transmission.
- Trade Facilitation: Streamlined and secure trade processes lead to fewer delays at borders and improved compliance with international standards.
Global Overview and Future Directions
The IAG meeting coincided with the World Trade Organization’s “Global Review of Aid for Trade 2024” conference. Europatat had the opportunity to attend the session “Innovations for Food Security: The Role of Digital Technologies.” This session explored how innovative digital solutions, including ePhyto, can address food security challenges and promote sustainable agricultural practices.
Conclusion
The shift towards ePhyto represents a significant step forward in modernizing phytosanitary certification and facilitating global trade. The economic benefits, increased efficiency, and enhanced security of ePhyto highlight its importance for the agricultural sector. As more countries adopt this technology, the global trade network becomes more integrated and resilient, supporting food security and sustainable practices.
