The problem of the region’s self-sufficiency in food products, and, in particular, vegetables, does not lose its relevance. The ANO “Agency for Attracting Investments and Development of Innovations of the Khabarovsk Territory” considers it from the point of view of investment prospects. For example, growing vegetables on an industrial scale is now prevented by the fact that there will be nowhere to store them. The region lacks specialized storage facilities, which has become a limiting factor for the development of this area. The agency offers businesses to eliminate this imbalance, especially since the authorities are ready to provide support in this.
- The growth in the production of borscht vegetables directly depends on the creation of the necessary infrastructure for storage. Today there is an acute shortage of such storage facilities. Because of this, farmers sell products only during the harvest season, and grow as much as they can sell in a season. At the same time, the construction of a modern wholesale distribution center or storage facilities, subject to proper arrangement, can become a profitable and payback investment project, – Andrey Dymchenko, director of the ANO Agency for Attracting Investments and Development of Innovations of the Khabarovsk Territory (ANO APIRI), described the situation.
He noted that the warehouse could be a one-story building or a hangar built using modern frame technologies with an area of 576 sq. meters. Approximately 26 million rubles will be required for the arrangement of such a vegetable store. The payback period of investments can, preliminary, be up to 6 years. The creation of vegetable and potato stores will allow selling their own products all year round.
For the convenience of logistics schemes, it is advisable to build vegetable stores near agricultural complexes and facilities. In the last 2-3 years, farmers of the region began to use grant support for the construction of small vegetable and potato storage facilities for their products.
“For example, now the agency has a project of IP Mokretskaya Veronika. In 2023, the entrepreneur plans to start growing vegetables and potatoes, for which he is going to immediately build storage capacities. At this stage, the investor has his own premises with an area of 8 thousand square meters. meters. It is it that is supposed to be converted into a modern vegetable store,” said ANO APIRI.
Also, the Ministry of Agriculture of the Territory and the ANO Regional Agricultural Fund are supporting a project to create a wholesale distribution center with a group of vegetable stores on 5 hectares and a storage capacity of up to 30 thousand tons. This year it is planned to put into operation the first vegetable store out of ten provided by the project. To do this, investors are considering the possibility of creating a cooperative.
- Cooperatives within the framework of the state program of the Ministry of Agriculture of the Territory can take advantage of grant support for the development of material and technical base, which makes it possible to cover up to 70 million rubles (but not more than 70% of the project cost) for the purchase, construction, repair, reconstruction or modernization of production facilities. In addition, a subsidy is provided for the reimbursement of expenses incurred. With the help of this support measure, an agricultural cooperative can reimburse up to 50% of the costs incurred, – said Alexander Marchenko, Deputy General Director – Head of the Competence Center of ANO Regional Agricultural Fund.
The fund reminded that there is a package of support measures for beginner farmers who want to start growing vegetables. You can get grant support up to 3 million rubles for the creation of Agrostartup. Already working farmers can count on more substantial support – up to 30 million rubles, by defending a project to develop family farms. As for agricultural organizations, an enterprise implementing an investment project to create a modern vegetable storehouse can currently use preferential loans at a rate of up to 5%, as well as reimburse 20% of the direct costs incurred for the construction or reconstruction of the facility.
Through ANO “APIRI” any investment project can receive support at the level of the government of the Khabarovsk Territory on the principle of “one window”. This means that the investor will be supported at each stage. The agency will help to prepare a business plan, select sites for launching the project, and advise on obtaining the status of “Large-scale investment project”, which will give the right to take land without bidding. And upon obtaining the status of a ASEZ resident, the investor will have access to preferential rates for income tax, property, land, preferential rates of insurance premiums for a period of 10 years. The state will ensure that the infrastructure is brought to the resident site at the expense of the federal and regional budgets.
