The development of new editions of the Land and Water Codes is a requirement of today. The time has come to consider these natural resources in the conditions of market relations as a commodity. This was stated by Deputy Chairman of the Cabinet of Ministers Bakyt Torobaev.
Earlier, the president instructed the Ministry of Agriculture to develop new versions of these codes by December 25, for which working groups were created.
According to Bakyt Torobaev at a meeting of the working group, more than 20 years have passed since the adoption of the current two codes.
“Both documents, even taking into account the amendments made earlier, no longer meet modern requirements. It’s time to adopt new codes that consider land and water as natural resources and as objects of market relations,” he stressed.
Torobaev also noted that there are many conflicting provisions in the relevant legislation.
“It is necessary to carefully analyze these contradictions, consider the possibility of eliminating them and introducing the necessary norms into the new editions of the Land and Water Codes to replace the existing laws governing land and water relations. All this is done so that specialists can work on the basis of a single regulatory legal act, where there are no mutually exclusive and contradictory norms,” the deputy chairman of the Cabinet stated.
