The Ministry of Agriculture of Russia is starting to implement a federal project to stimulate the production of potatoes and vegetables. This year, its funding will amount to 5 billion rubles, which is 2 times more than was allocated for this area in 2022. Support will be provided to 76 regions, with entities advancing funds for recipients.
Subsidies per unit of output will be able to receive both large and small forms of management. At the same time, per hectare support for commodity production will also remain for farmers.
Particular attention will be paid to the regions of the Far East. The calculation of funds for the subjects of the Far Eastern Federal District was made with a coefficient of 2, including in the areas of seed production and greenhouse vegetable growing. A multiplying factor is also provided for the Kaliningrad region – 1.2.
One of the important innovations will be the support of personal subsidiary plots that apply a special tax regime when selling products. It will be provided to agricultural producers in 32 regions of the country. In general, about 500 million rubles are provided for this direction, which is 10% of the total limit.
From 2024, within the framework of the federal project, the reimbursement of direct costs incurred for the creation and modernization of vegetable and potato storage facilities will be increased. Compensation will increase from 20 to 25% of the project cost.
The Government of the Russian Federation has already approved the rules for granting subsidies. The Ministry of Agriculture expects that the implementation of the entire set of measures will make it possible by 2025 to increase the volume of potato production in the organized sector to 7.5 million tons, and open ground vegetables to 5.9 million tons.
