The government approved the creation of a traceability system for pesticides and agrochemicals

The government approved a decree on the establishment of a state information system for the traceability of pesticides and agrochemicals. The rules for the creation and development of the new system were approved by Prime Minister Mikhail Mishustin.

According to Deputy Prime Minister Victoria Abramchenko, the federal state information system for the traceability of pesticides and agrochemicals will improve control over the safe handling of such substances.

“According to the FAO and the Russian Union of Producers of Chemical Plant Protection Products, about 30% of chemicals are illegally imported, falsified or worn out. Therefore, the emergence of a system for all agriculture is of great importance. FSIS “Saturn” will ensure the traceability of pesticides and agrochemicals at all stages of their circulation and will become an effective tool in the fight against counterfeit goods,” Victoria Abramchenko said.
Rosselkhoznadzor has been appointed operator of the new system. The department will receive all the necessary information from entrepreneurs and organizations, as well as from interested federal executive bodies, analyze and process the information provided.

“The operating principles of the system are similar to the principles of the Mercury system already implemented in the field of veterinary medicine. In test mode, the platform has created opportunities for issuing production and transport certificates, from which a chain of electronic documents will be built. Rosselkhoznadzor has already begun testing the system and registering supervised facilities where pesticides and agrochemicals are handled. Their number has already exceeded 200,000,” the Deputy Prime Minister said.
The system will allow collecting the necessary information on the use of pesticides and fertilizers, which will have a positive impact on both the domestic market and Russia’s export opportunities.

Information about pesticides and agrochemicals, as well as about operations related to their turnover, will be entered into the information system. In particular, this is detailed information about individual entrepreneurs and organizations that are engaged in the production, transportation, storage or use of pesticides or agrochemicals.

The system will also include the cadastral numbers of land plots where such substances are used, the dates of planned work on their use, the name of the pesticide and agrochemical used, the date and place of its production, information about the active substance, method and dosage of application, neutralization and disposal of such chemicals. At the same time, information about the use of pesticides or agrochemicals by citizens for personal purposes will not be entered into the system.

The signed resolution creates conditions for the application of the norms of the Federal Law “On the Safe Handling of Pesticides and Agrochemicals”, which were adopted at the end of 2020. According to these norms, Rosselkhoznadzor received the authority to control the import of pesticides and agrochemicals and to comply with the regulations for their use in the production of agricultural products .
