The preferential lending mechanism is designed for agricultural producers who are engaged in the production and processing of products.
Concessional lending implies two types of loans – “short-term” for up to a year and “investment” – for up to 15 years.
“Agricultural producers engaged in crop production can take a short loan and spend it on the purchase of fuels and lubricants, fertilizers, plant protection products, growth regulators, seeds, except for elite ones. Livestock breeders have access to short loans for the purchase of young animals, feed, and veterinary preparations. Short loans are intended for milk processors for the purchase of raw milk, young dairy cattle, feed, spare parts and materials for agricultural machinery. Processors of agricultural products will be able to take preferential loans for the purchase of vegetables, berries, potatoes, for the purchase of grain for the production of flour, animal feed, for the purchase of raw materials for the production of baby food,” said Vyacheslav Chernysh, Minister of Agriculture, Food and Processing Industry of the Kamchatka Territory.
Those who plan to purchase agricultural machinery, transport, build or modernize vegetable stores, build a pig farm, a meat processing plant, a logistics center, a feed mill can apply to the bank for preferential investment loans for 15 years.
Today, six banks in Kamchatka are authorized to implement the preferential lending mechanism:

- JSC Raiffeisenbank
An agricultural producer who wants to take a loan must contact one of the authorized banks and provide a standard package of documents.
It is allowed to apply for the same loan to several banks at once. The minimum fixed rate on preferential loans is up to 5% per annum.
Recall that in the Kamchatka Territory today there are 40 different measures to support agricultural producers. The regional government subsidizes enterprises engaged in the production and sale of meat, milk, chicken eggs and other types of products. It also financially supports those who want to expand their range of products or plan to increase their livestock.
