The opportunity to start and further develop entrepreneurial activity in the agrarian sector is provided by various state support tools. Among them is the Agrostartup program. In total, 73 million rubles will be allocated for its implementation in Adygea.
According to the national project
The Agrostartup program operates within the framework of the national project “Small and Medium Enterprises and Support for Individual Entrepreneurial Initiatives”. At a recent meeting of the republican commission for the distribution of grants, out of 58 applications from peasant farms, 43 were approved.
— The number of grant recipients is growing. If last year, Agrostartup grants were provided to 28 farmers for a total of 45.3 million rubles, then this year their number increased to 43. The amount of funding for these activities also increased, amounting to 73 million rubles, – commented the head of the economic analysis and implementation of state programs of the Ministry of Agriculture of the Republic Abrek Sheozhev.
On average, each peasant farm received a grant in the amount of 1.7-1.8 million rubles. At the moment, farms are registered as individual entrepreneurs, conclude agreements with the Ministry of Agriculture, open accounts to which grant funds will be transferred.

Popular destinations
As noted in the regional Ministry of Agriculture, the most popular areas, as in previous years, were the cultivation of grain, oilseeds, berries, the development of meat and dairy farming. Also among the winners of the competition there are projects for the development of poultry, beekeeping, fish farming.
Starting this year, the development of the production of vegetables and potatoes has been included in the priority areas of grant support. And already this year 4 people received grants for these purposes.
Terms of receipt
According to Abrek Sheozhev, before the start of its meeting, the commission checked the availability of funds for co-financing among the participants of the competition, as well as the material base for its development, land plots for growing agricultural products and creating a forage base, etc.

- Directly at the meeting, the members of the commission first of all assessed the feasibility of the business plan of the applicant for a grant and how ready he was to implement the project. To do this, a face-to-face interview was held with each participant of the competition, where he defended his project. The members of the commission were also interested in the experience and experience of the farmer in the industry, the opinion of the heads of departments and departments of agriculture of municipalities, as well as the heads of rural settlements about the business qualities of each participant in the competition, – said the head of the department.
To receive grants, the heads of the peasant farms had to fulfill certain conditions. In particular, to carry out its activities in the rural areas of Adygea, and the debt to pay taxes and fees should be absent or not exceed the amount of 10 thousand rubles. In addition, the commission took into account the presence of enforcement proceedings, that is, if the bailiff service introduced these proceedings for any amount, then this was the basis for refusing to participate in the competition. Each KFH must provide co-financing in the amount of at least 10 percent of the cost of the project that it will implement.
Terms of development
The Agrostartup grant must be used within 1.5 years from the date of receipt. Due to the fact that its amount is less than 2 million rubles, the requirement to create jobs is excluded. It arises if the amount of the grant exceeds two million rubles.
— The reasons for the refusal to receive grants at the stage of consideration of applications were an incomplete set of documents or their non-compliance with the requirements. In addition, the commission rejected the application even if the candidate for the grant did not pass the face-to-face interview, Abrek Sheozhev specified.

He also added that there are no plans to hold a second competition this year. However, farmers who have not passed the competitive selection have a chance to do so next year. And with the competent preparation of a package of documents, if the farmers meet the current requirements, they will once again be able to take part in the competition and successfully pass it.
