Prime Minister Mikhail Mishustin signed a resolution on the indexation of the recycling fee for specialized equipment from January 1, 2023. The draft resolution was developed by the Russian Ministry of Industry and Trade in order to equalize the market value of foreign and Russian products.
The heads of the leading Russian factories for the production of specialized equipment sent a letter of thanks to the Deputy Prime Minister – Minister of Industry and Trade of the Russian Federation Denis Manturov, in which they disclose investment plans for the coming years and note the implementation of highly effective and systematic state support measures that have allowed domestic enterprises to recent years, annually demonstrate positive dynamics:
“One of the most important decisions for maintaining and developing the successes achieved is the approval of amendments to the Decree of the Government of the Russian Federation No. 81 dated 06.02.2016 “On the disposal fee for self-propelled vehicles and (or) trailers for them and on amendments to some acts of the Government of the Russian Federation ” and No. 1291 of December 26, 2013 “On the recycling fee for wheeled vehicles (chassis) and trailers for them and on amendments to some acts of the Government of the Russian Federation”.
The indexation of recycling duty rates will allow enterprises of specialized engineering to increase production, continue to invest in R&D, upgrade and expand the production base, create new jobs, and increase the level of localization of machinery and equipment.
Largely due to the decision taken, Russian companies will continue to implement large-scale investment projects to create and modernize production sites.
In particular, for this purpose, OMG SDM LLC invested more than 1.4 billion rubles in the development of the enterprise from 2019 to 2022, until 2027 the company plans to invest another 12.0 billion rubles.
KZ Rostselmash LLC is implementing a project to build a new tractor plant with a total investment of 10 billion rubles, the launch of which is scheduled for September 2023, and is also mastering the production of gearboxes (the project cost is estimated at 15 billion rubles). Since 2021, the DST-URAL Tractor Plant has been implementing a project to create new types of machines worth 3.3 billion rubles, the launch of which is scheduled for 2023. In addition, within the framework of another investment project, designed for 5 years and requiring investments in the amount of 5.0 billion rubles, the enterprise is mastering the production of components. Until 2026, LLC MZ TONAR is implementing a comprehensive project with an investment of 6.7 billion rubles, which includes the construction of workshops for the production of transmissions, for the manufacture of axle units, and also builds a procurement workshop to expand production and increase output. In the period from 2019 to 2022, PA ElAZ JSC invested 0.5 billion rubles in the development of new types of equipment, in the first half of 2023 it is planned to invest an additional 0.1 billion rubles in production. In the period from 2021 to 2022, Grunwald LLC is implementing projects to expand production and increase output, the volume of investments is 0.7 billion rubles. In the period from 2022 to 2023, Amkodor-Bryansk LLC has planned to modernize production to increase the output of loaders, the investment will amount to 0.1 billion rubles. In the period from 2022 to 2026, BONUM LLC is implementing a project to increase production capacity in the amount of 0.9 billion rubles. JSC KEMZ, within the framework of SPIC No. 18, is implementing a project to master the production of tractors of the 2nd traction class and a family of mini-loaders; the project is another 0.6 billion rubles.
