500 hectares of agricultural land put into circulation in the Amur Region

At the beginning of the second decade of July, inspectors from the Rosselkhoznadzor Administration for the Amur Region carried out a preventive visit to an agricultural land plot located in the Mikhailovsky District and leased by Soya LLC.

The basis for the preventive visit was the appeal of the management of this enterprise.

During the visit, it was established that for eight (since 2013) years, the tenant of the mentioned allotment was Stroyarsenal LLC, which did not use the site, and it was overgrown with weeds and trees and shrubs.

Since 2021, by decision of the Arbitration Court of the region, the lands have been transferred to the use of Soya LLC.

To date, the new tenant has put into circulation 500 hectares. The lands have been cleared of trees and shrubs. The soil is carefully developed for sowing: a three-stage treatment was carried out using heavy and conventional discs. The state of the part of the reclamation system located on the site is monitored: as necessary, it is cleared of overgrowth.

During the preventive visit, the user of the site was explained the mandatory requirements in the field of state land supervision, to the activities of the enterprise when using the land plot, as well as the criteria for allocating allotments by risk categories, on the basis of which the frequency of planned control (supervisory) activities is determined.

Based on the results of the preventive measure, the site located in the Mikhailovsky district and leased by Soya LLC was classified as medium risk.

Recall that the classification of land plots as a risk category is also necessary to form an individual approach and understand what kind of preventive and control and supervisory measures, how often they will be carried out and how to evaluate their results, the degree of progress or regress in eliminating possible violations.

Agricultural land is divided into three categories: moderate, medium and low risk, and then a simple rule applies: the higher these risks, the more often the plots will be checked by the supervisory authority.
